Mission

The Higgins Lake Civic Association was incorporated on March 3, 1972 to work on behalf of property owners in the Higgins Lake area. The official Articles of Incorporation for the HLCA are as follows:

  • To plan, devise, promote and protect the interests of property owners in the vicinity of Higgins Lake, Roscommon County, Michigan;
  • To provide a means for the collection and dissemination of information for the benefit of said property owners;
  • To afford all subdivision or other property owner organizations a forum for examination, study, review, and evaluation of programs, problems, ordinances, statutes, litigation, or other matters affecting said organizations or the interests of their members, as well as the property owners in the vicinity of Higgins Lake;
  • To enable all of said property owners and property owner organizations to have a better opportunity for the promotion of the interests of each other by making united action by all of said persons in groups possible;
  • To buy, sell, lease, rent, mortgage or otherwise accept, hold, or convey any interest in land in Roscommon County, MI.

Over the past decade, the issue of greatest concern and priority to most members of the HLCA has focused on the loss of water access rights that had historically existed at Higgins Lake. As a result of these changes, the HLCA's primary mission today is to "Preserve, protect, and enhance lake access and lake quality at Higgins Lake".
